How Good Are LLM Agents At Implementation?

Who wins when the task is clear, and efficiency is the name of the game?

Scores at Each Effort LevelHigher effort correlates with more correctness. Top four models form a close cohort, separating from GPT-6 Sol and GPT-6 Luna.

Key Takeaways

  • Opus, Astra, Sonnet, and Sol all made very few obvious mistakes. Points lost by these models were primarily due to making false assumptions about existing code.
  • Opus did not make any obvious mistakes at any effort level, and Astra only made one.
  • Sol 6.1 is the most meticulous model, while being hyper-efficient. Among the top four, Opus made the most assumptions.
  • Claude models sometimes deliberately chose not to fix an edge case, if they felt that the fix would worsen the code-base as a whole.

Methodology

The new benchmark, hob-medium, is based on the V1 benchmark design, but with key improvements on validation strategy. The previous benchmark ran tests on the agent’s implementation, but this was fragile because the agent could implement things differently from what we might expect. The new benchmark validates by simulating the game, and scores whether the game progresses according to expectations.

The benchmark set includes 5 cards from the new Hobbit set: The Eagles Are Coming!, Elrond, Moon-Reader, Gollum, Riddle Master, The Notary Hobbits, and Tom, Bert, and William. These cards were hand-picked because while they aren’t the most complicated cards in the set, they each have tricky edge cases to consider.

Default harnesses were used (Claude Code CLI for Claude models, Codex CLI for GPT models), with no custom skills, and subagents disabled. (Funnily, during a trial run prior to disabling subagents, Sonnet 5.5 on max effort launched multiple Opus subagents, spent $68, and got a perfect score. This run was excluded from the final results.)

Each candidate got 10-20 runs, and scores were aggregated by average.

How a run worksOne run, followed on one cardA real Opus 5.5 run at max effort, on one of the five cards.
  1. 01 What the agent gets

    Gollum, Riddle Master{1}{B}

    Legendary Creature — Halfling Horror

As Gollum enters, choose odd or even. (Zero is even.)
Whenever an opponent casts a spell with mana value of the chosen quality, choose one that hasn’t been chosen —

    • Put a +1/+1 counter on Gollum.
    • Each opponent loses 2 life and you gain 2 life.
    • Draw a card.

  2. 02 What it’s told

    The prompt

Implement the selected cards for hob-medium in your Workspace. […] Use card_spec.json as the card definition and existing FDN cards as examples. You may change the engine to support the required mechanics. Keep existing card and engine behavior working.

Then it works alone, with no human help.

  3. 03 What it writes

                          )

43 minutes and $20.85 later, all of its own tests pass.

Show the numbers
Means per run. Score is the share of the 90 hidden tests passed, in %, with each zone-change miss credited back where the run’s final report flagged it, and ±95% CI is a t-based 95% confidence interval on its mean. A measure leaves out only runs whose record has no value for it; a count in brackets is how many runs that mean covers. Subscription usage is the API cost as a share of the API-priced usage a $200 plan allows a week, as SemiAnalysis measured it; models it didn't measure show a dash. Code and comment lines count Python only: comments include docstrings, and blank lines are neither. Tests written counts the test functions a run added, less any it removed.

On subscription usage, the top 4 models are fairly close in terms of efficiency, although Sol 6.1 leads by a hair, and Astra is the most expensive. On API costs, GPT models start to pull ahead. This is based on SemiAnalysis’s measurements, where Claude subscriptions cover about 50x the monthly API usage costs, while GPT subscriptions cover about 10x.

To me, medium or high effort seems like the sweet spot for most models used for implementation. Higher effort does yield better results, but cost also rises drastically.

Another interesting observation is that Claude models write a lot more code, tests, and comments than GPT models. The verbosity can probably be tuned via the harness, but that is not tested here.

Failure Modes Deep Dive

Why each model loses pointsPoints lost per run by failure mode, across every run; pick an effort or a class to see it alone, with a class counting failed tests out of tests run. Top 4 models made almost no obvious mistakes.

This class of mistakes includes surface-level errors, where the implemented card clearly does not do what the card says.

The four front-runner models made almost no mistakes of this class, under a third of a point a run. Opus 5.5 and Astra made zero and one obvious mistake in the entire dataset, respectively. This is expected: this benchmark set isn’t meant to be super difficult, and a frontier model should be able to write implementations without obvious mistakes. Luna is the only model that made a lot of obvious mistakes, even on max effort. I would not recommend using Luna as your implementer model.

Too Much Trust

Another mistake class is overly trusting existing implementation, or trusting the given instructions. These measure how meticulous the model is.

Trusting the engine: bugs were deliberately kept in the workspace given to the agents, to measure how they can overcome an imperfect workspace. Sometimes an agent would trust a broken engine mechanic at face value, without validating it.

Took instructions too literally: an instruction prompt was provided for each card in this benchmark, as an aid for weaker models. However, these instructions don’t cover all edge cases. An instruction might say “Card should do X”, but does not include “except in an edge case, it should do Y”. Agents sometimes miss the edge case, partially because it’s not mentioned in the given instruction.

This class of mistakes was separated from the first because the error doesn’t come from the agent’s capabilities, but from the existing code/instructions. There is also a tradeoff involved – if a model is too meticulous, it would spend too much time validating every little thing, causing costs to balloon with diminishing returns.

Deliberately Unfixed

This is the most interesting case, and it was only present with the Claude models.

In this benchmark, a read-only test guards an engine bug, effectively causing the bug to be un-fixable. An agent that discovers this bug effectively has two options:

  1. Implement a workaround by duplicating engine logic just for one card. (test case passes)
  2. Inherit the broken engine logic anyway. (test case fails)
Model Found the conflict Option 1 (test passes) Option 2 (test fails) Never found it
Opus 5.5 25 of 49 runs 10, all flagged 15, all flagged 24
Sonnet 5.5 44 of 54 25, 24 flagged 19, all flagged 10
GPT-6 Astra 49 of 50 29, none flagged 20, none flagged 1
GPT-6.1 Sol 77 of 80 72, none flagged 5, none flagged 3

Opus is the only model that favored option 2 over 1. It is also the least meticulous, and trusted existing code the most.

Sol is the polar opposite. It overwhelmingly favored getting the implementation correct, without considering the technical debt for having two separate implementations for the same mechanic.

Claude models, when the conflict was discovered, almost always flagged the issue to the user in the final handoff. GPT models never did.

As an engineer, I think having an issue like this flagged is more important than getting the implementation correct. Therefore I decided to credit the runs that flagged the issue while getting the test case wrong.

Credit for flagging the conflictMean score across every run, or at the effort you pick, as graded (hollow) and with each flagged zone-change miss credited back (filled), with 95% confidence intervals. Both Claude models rise at every effort. GPT never mentioned the conflict, so it doesn't move. Across every run, GPT-6.1 Sol stays clearly ahead.

Show the numbers
Credit counts a failed zone-change test as passed when the run’s final report says the engine keeps that state, about the card or in general, gives a visible test as the reason, and says it was left that way on purpose; the denominator stays 90. ±95% CI is a t-based 95% confidence interval on the mean. "All efforts" pools every run of the model, and its interval treats each effort as its own group.

Final Words, and What’s Next

Nothing in this benchmark was super surprising, and everything further validated what I already felt using these models for engineering: Opus 5.5 is a really, really good co-engineer, and Astra is a beast with any task you give it.

The results showed a real issue with GPT though: it only cares about the goal, and nothing else. If your instructions are not precise enough, then GPT might go off the rails, solve the problem it’s given on the surface, and accumulate tech debt without your knowledge. It’s quite the double-edged sword.

You may have also noticed that Claude Fable is missing from this benchmark. During initial test runs, Fable 5.1 didn’t score as high as some of the other models, while being a lot more expensive, and I just didn’t feel that adding Fable data in this benchmark would be all that productive.

I am currently designing a new benchmark, with a tougher ceiling. Hopefully, that will be ready by the time Fable 5.5 comes out.
